With Entangle Rope, the caster would not be able to Somatic components, but should still be able to use Verbal components, unless you can specifically direct the rope to gag him as well.
Shrinking Items like armor and weapons requires the caster to make a touch attack against that item. If you're successful, I'd probably give the owner of said armor a Reflex saving throw to remove the armor as it shrinks, or it may just burst off the person as the straps and such can't take the strain. DM's choice. |
